Request to Speak - RTS

WHAT IS THE REQUEST TO SPEAK SYSTEM?

Arizona is fortunate to have a system in place to allow Arizonans an opportunity to weigh in on proposed Legislation before a vote is taken. It is called Request To Speak (RTS). RTS allows Arizonans to comment on proposed Legislation from home via the Leg. website RTS system.

HOW DOES THE RTS SYSTEM WORK?

When a Bill is scheduled for a Committee hearing you may log in to register your approval or disapproval and Committee members will see your opinion and any comments you provide. Members see comments before voting on a Bill. Any comment you leave becomes a part of the State Legislature's permanent record.

Notes:

  1. The RTS system is active only when a Bill is in Committee.

  2. If you use RTS, you do not have to actually speak in support or opposition for a bill in a hearing.

HOW DO I CREATE AN RTS ACCOUNT?

  1. Go to Civic Engagement Beyond Voting and fill out this form

After you complete and submit the form someone will go to the Capitol for you to create your account (required) and send you a confirming email with instructions and a temporary password.

PLEASE NOTE THAT IF YOU USED THE RTS SYSTEM PREVIOUSLY, YOU DO NOT NEED A NEW ACCOUNT. If you can't remember your password, go to https://apps.azleg.gov/Account/SignOn and click "Forgot Your Password?"

Notes:

  1. When you create your account with CEBV, you will automatically receive the Legislative Weekly newsletter.

  2. You need sign up for Request To Speak only one time. Your account does not expire. The system recognizes your email address, and allows one account per email address.
